Nowadays, the homogeneous physical space imagined by centralized state planning of cities under socialism divides into different, overlapping or excluding dimensions, including the fragmentation of social space. The top-down planning of socialist cities changes into a profit-driven urbanization and relentless commodification of urban space. Now, spatial and urban planners of cities are confronted with the phenomena of ‘turbo-urbanism’ under ‘turbo-capitalism’, but also with socio-cultural heterogeneity.

This presentation focuses on innovative interventions that emerge in Cluj-Napoca contributing to the recovery of urban landscape and creation of social space. The survey depicts examples of long-term recovery and temporary actions for reintegrating disused, un-built and unplanned spaces in the city focusing on actors, legal framework and regulations, social and economic constraints and liberties of these interventions. The analysis concludes with remarks about the chances and challenges of participative urban development in a post-socialist context and its impact on the spatial planning discourse.
